Built starting in the 1960s by Occidental Petroleum and incorporated as Orange County's 31st city in 1991, Lake Forest was designed around abundant trees, man-made lakes, and neighborhood connectivity.

Lake Forest began as a planned community in the 1960s and 1970s, developed by Occidental Petroleum on land that had been known as El Toro since the 1880s. The city's name comes from over 400 acres of eucalyptus trees planted in the early 1900s by local developer Dwight Whiting to address California's lumber shortage; those trees now define the urban forest. The design philosophy centered on preserving trees, creating man-made lakes as focal points for neighborhoods, and building in a pattern that kept families close to schools, parks, and their daily errands.

After decades of growth as an unincorporated community, Lake Forest was formally incorporated as the 31st municipality in Orange County on December 20, 1991, with a population of 54,752. Following a vote in 2000, the city boundaries expanded to include the neighborhoods of Foothill Ranch and Portola Hills, bringing more than 86,000 residents into the current city limits. The growth preserved the master-plan principle: new development continues to prioritize community gathering spaces, tree canopy, and pedestrian-scaled neighborhoods rather than commercial strips.
